PROF. MAKAU MUTUA ADDRESSES THE COUNTY ASSEMBLY ON CONSTITUTIONALISM AND DEVOLUTION
On Wednesday, 17th December 2025, during the afternoon plenary sitting, Professor Makau Mutua, the Senior Advisor on Constitutional Affairs and Human Rights in the Executive Office of the President, addressed the County Assembly pursuant to the provisions of Standing Order No. 21(1). His address focused on strengthening constitutionalism and devolution through a programme dubbed the Katiba Series.
In his address, Prof. Mutua underscored the supremacy of the Constitution, emphasizing that all power is derived from the people and must be exercised within constitutional limits. He described county governments as the heartbeat of service delivery and urged leaders at all levels to uphold the principles of devolution through respect, cooperation, and fidelity to the Constitution.
Prof. Mutua noted that the primary objective of the Katiba Series initiative is to ensure that Kenyans have a clear and accurate understanding of the Constitution of Kenya, 2010. He advocated for the introduction of constitutional education from primary school through to institutions of higher learning, noting that early exposure would enable citizens to better appreciate and defend constitutional values from a young age.
Members of the County Assembly commended Prof. Mutua for his dedication and commitment to enhancing public understanding of the Constitution and promoting constitutional literacy across the country.
The Speaker of the County Assembly, Hon. Kevin Kinengo Katisya, lauded Prof. Mutua for inspiring young leaders through his exemplary public service. He called upon leaders to support the proposal to incorporate the teaching of the Constitution in schools, describing it as a critical step toward nurturing a constitutionally conscious society.
The Speaker further praised the Katiba Series initiative, noting that it plays a vital role in deepening constitutional culture, strengthening democratic institutions, and advancing people-centred governance at both national and county levels.
